Deputy Head of Department/Head of Department (Business Analyst)

Federal Treasury seeks a Business Analyst to analyze budget revenue administration processes, describe business processes, and form functional requirements for system improvements.

Analyze budget revenue administration processes; Describe current and target business processes for the revenue contour; Analyze user scenarios: receipt, accounting, clarification, return, reconciliation, unidentified receipts; Form functional requirements for system modifications; Interact with methodologists, users, developers, and testers.

Knowledge of Russian budget legislation and budget system revenues; Knowledge of the process of receipt, accounting, and distribution of payments to the budget; Experience interacting with the Federal Treasury, financial authorities, Federal Tax Service, Federal Bailiff Service, revenue administrators; Experience in writing and implementing normative legal acts, methodologies, regulations governing the budget process.
